After nearly two years in Public Preview, High Volume Email(HVE) in Microsoft 365 is Generally Available

Back in 2024, Microsoft introduced HVE in Public Preview to support large-scale internal email communication without changing Exchange Onlineโs standard sending experience.
Instead of increasing tenant-wide email limits, Microsoft created a dedicated sending path for high-volume internal mail scenarios.
High Volume Email (HVE) in Exchange Admin Center
High Volume Email (HVE) is a Microsoft 365 service designed to send large volumes of internal emails without hitting normal Exchange Online sending limits. It uses dedicated HVE accounts and a separate SMTP endpoint to support scenarios like company-wide announcements, application notifications, alerts, and operational emails, while keeping regular user mail flow unchanged.
Now that HVE has reached GA, the service becomes production-ready with additional governance and billing capabilities.
Whatโs new now:
- High Volume Email is officially Generally Available
- Usage metering begins June 1, 2026
- Pricing: $42 per 1 million delivered recipients
- New High Volume Email management experience in the Exchange admin center
- Create and manage HVE-specific Mail User accounts
- Assign and track billing policies
- New usage reporting to monitor HVE consumption per account
This remains an opt-in service. Microsoft is not changing Exchange Online default sending limits, and existing mail flow behavior remains unchanged.
โ ๏ธBut organizations already using HVE should pay attention: If billing isnโt configured before the metering date, High Volume Email delivery may be interrupted until setup is completed.
