With Declarative Agents, users can integrate plugins, enterprise connectors, and orchestration logic to tailor their Copilot experience. This update aligns classic Outlook with other Copilot Chat experiences, ensuring consistent agent capabilities across Microsoft 365.
The new right-side panel in Outlook will let users:
โ View agents theyโve installed or those deployed by admins
โ Browse available agents in the app store
โ Create new agents directly from Outlook Declarative Agents in Copilot
Chat will be enabled by default for tenants with Microsoft 365 Copilot licenses.
๐ธ Copilot Chat users (without a Copilot license) will still have access but with limited capabilities.
๐ธ Microsoft 365 Copilot license holders will unlock full access to plugins, connectors, and orchestration features.
Rollout timeline: Begins late October 2025, completing by mid-December 2025.
